Access to abundant housing, when strategically paired with public transportation, is a powerful tool to lower household expenses and enhance regional affordability. This integrated approach, known as Transit-Oriented Planning, not only fosters economic prosperity and environmental sustainability but also delivers significant fiscal benefits to municipalities by reducing the per-home capital costs of essential services like water, sewers, and transportation. Prioritizing transit-oriented communities (TOCs) thus represents a vital shift in planning, aiming to improve efficient access to homes, jobs, and amenities while ensuring the long-term fiscal health and sustainability of Connecticut’s communities.
This analysis follows significant progress and policy changes supporting TOCs in Connecticut. With the adoption of the landmark Work Live Ride state legislation last year (Public Act 25-1 Sec. 11) and continued local support through the Connecticut Municipal Development Authority (CMDA), the state has been moving from individual pilots towards a comprehensive statewide framework. The new framework consists of opt-in programs that connect housing growth, affordability, and transit access. Towns that support TOCs and adopt new districts will have priority for state funding and support.
